WP9: Empowering economic development Turkey and Turkish-speaking countries

Objective
Based on the results of the SEOCA project and TUBITAK UZAY2s EO data usage experience on environmental monitoring, the objectives are to expand on the experiences in Turkey, extend the knowhow and dissemination activities to the neighbouring countries and Central Asian countries between EO organizations (academic, state, private sector), valorisation of scientific results and general EO promotion in all Turkish-speaking countries. This will lead to in a wider regional implementation of EO technologies with a significant impact on economic empowerment.
The main objective of this work package is to continue the influence of the SEOCA project on the creation of conditions for sustainable economic development through increased use of Earth observation applications in Turkey and to expand the influence outreach to Central Asian Countries.

Task T9.1- Updating the inventory of EO resources in Turkey
Keep the inventory of EO resources and EO environmental applications and technologies in Turkey up-to-date.

Task T9.2- Networking of EO communities in Turkey and Turkish-speaking countries
TUBITAK will establish a network within Turkish-speaking EO communities. A joint web portal in the Turkish language and regular common workshops (once a year, exchange of experiences, presentation of best practices in EO) will serve as a common platform for the networking.
TUBITAK UZAY will coordinate a 2-days workshop in Ankara to assess the current situation and capacity on Earth observation with respect to environmental monitoring, including remote sensing and in-situ data.
The main aim of the workshop is to focus on Earth observation projects. Intending participants will be experts from Environment Agencies and Ministries, Forestry agencies, The Turkish State Meteorological Service,
the Ministry of Environment and Forestry, and all related Institutes of Universities, related SMEs and Industry associations.
The workshop aims to:

  • assess the ability of individuals and institutions in the Turkish Research Area on Earth observation;
  • identify other user groups;
  • identify needs for instruments, hardware and software systems that together constitute the Earth observation infrastructure;
  • identify good practices, understanding how they were achieved and drawing conclusions as to which lessons can be drawn given the specific situation of one’s own region;
  • identify main challenges for developing EO capacity.

TUBITAK UZAY will share national experience on capacity building and EO activities with neigbouring countries by inviting EO actors of the countries.

Task T9.3- Promotion of EO

Promotion of EO to public administration bodies, nature preservation organizations, private companies in Turkey and around the region leads to a spread and implementation of EO technologies with a significant impact on economic empowerment. This is achieved through the following tools:

  • Web portal;
  • Publication of study materials (textbooks, book of success stories, atlas of EO case studies provided by university, involved institutions and communities etc.);
  • Thematic workshops for particular groups of interest (non-forest vegetation classification, forest management); - Training in EO (together with EO private organizations and the National Secretariat GEO of Turkey);
  • Promotion of EO benefits in mass media;
  • Presentation of the EOPOWER project and its results.

Task T9.4- Valorisation of scientific results
An increase of awareness and availability of EO scientific results is achieved at TUBITAK UZAY and other Turkish universities through discussions with decision-makers and stakeholders about EO scientific results (workshops, consultations...) and the demonstration of the free accessibility of the EO data source and EO tools (see also work package 4). Furthermore, EO publications will appear in local and national, popular EO and GIS journals. This will be achieved in cooperation with the TUBITAK public relation department.
